How do they catch the internet tax cheats?

When Arkansans place an order with Amazon.com or most other internet or catalog businesses, the state typically does not collect any sales tax on the transaction. One candidate for governor this year wants to change that, but a top state tax official says his agency is already doing all it legally can.
We need auditors to go around to these companies around the country to make sure they pay their fair share of the sales tax that is owed to Arkansas. We've lost millions of dollars in this way."
I guess these internet guys are not paying their dues
